基隆要塞司令部位於基隆市中正區,是日治時期北台灣重要的軍事指揮中心。由於基隆港是北部重要的海上門戶,日本政府因此在此設置要塞司令部,負責掌握港口動向與統籌軍事防務。建築背山面海,可俯瞰港區,具備良好的監控與防禦功能,因此具有重要的戰略價值,也是見證基隆近代歷史的重要建築。 為了因應基隆多雨潮濕的氣候,建築採用抬高底座、防水及通風等設計,以降低濕氣對建物的影響;屋頂顏色也與周圍山林相近,形成偽裝效果,提高軍事隱蔽性,展現軍事工程結合自然環境的巧思。 隨著時代變遷,基隆要塞司令部已由軍事設施轉型為結合歷史、文化與文創的藝文園區,保留原有建築並設置展覽空間、導覽活動及文創市集,讓民眾深入認識基隆的軍事文化與城市發展。2006 年,基隆要塞司令部被列為市定古蹟,不僅保存了珍貴的歷史記憶,也成為結合教育、觀光與文化的重要場域,持續連結基隆的過去與未來。

The Keelung Fortress Commander Headquarters, located in Zhongzheng District, Keelung City, was an important military command center in northern Taiwan during the Japanese period. Since Keelung Port was the main maritime gateway to northern Taiwan, the Japanese government established the headquarters here to monitor the harbor and coordinate military defense. Built against the mountains and facing the sea, the site overlooks the port and provided excellent surveillance and defense, making it a place of great strategic importance. It is also an important landmark that reflects Keelung's modern history.
To adapt to Keelung's rainy and humid climate, the buildings were designed with raised foundations, waterproof structures, and good ventilation to reduce moisture damage. The roofs were painted in colors that blended with the surrounding mountains, creating a camouflage effect and improving military concealment. These features demonstrate how military engineering was carefully combined with the natural environment.
As time passed, the Keelung Fortress Commander Headquarters was no longer used for military purposes and has been transformed into a cultural and creative park. While preserving its original military buildings, the site now includes exhibition spaces, guided tours, and creative markets, allowing visitors to learn more about Keelung's military history and urban development. In 2006, it was officially designated as a municipal historic monument. Today, it not only preserves the city's historical memories but also serves as an important cultural space for education, tourism, and community activities, continuing to connect Keelung's past with its future.
